CE Marking for Plastic Piping Systems

This statement is intended as a guide for designers, stockists and users of Plastic Piping Systems that are manufactured to European standards.

1  Introduction of the Construction Products Regulations

On the 1st July 2013, the Construction Products Regulation (CPR) supersedes the Construction Products Directive (CPD). This means that for construction products placed on the market in the European Economic Area (EEA) and covered by a harmonised European standard (hEN) or conforming to a European Assessment Document (EAD), a Declaration of Performance (DoP) has to be drawn up and the product needs to be CE marked. 

2  Situation for plastics piping systems

For plastic pipe systems the necessary harmonised European Standards (hENs), which allow their CE marking, have not been published yet. This means that it is currently totally illegal to issue a DoP or to apply CE marking to any plastic pipe or fitting unless in very specific cases they are covered by an EAD. This concerns any of the following, end-use applications: - Non-pressure soil and waste discharge, - Underground non-pressure drainage and sewerage, - Buried and above ground conveyance of liquids under pressure, - Hot and cold water distribution.

3 What happens next?

Plastics piping systems can still be specified, sold and used under existing approvals to recognised product standards as done up to now, in all Member States. Therefore nothing will change at the moment. 

TEPPFA is working closely with CEN and the European Commission to ensure that the necessary harmonised standards (hENs) will be finalised and published without delay.

CE marking of plastic piping systems can only begin when these standards are accepted and cited in The Official Journal of the European Union (OJEU). 

We will endeavour to keep you updated with the situation regarding CE marking relative to plastics piping systems. Be assured that products manufactured by our members are meeting all the requirements and are covered by approvals necessary to stock, sell, install or use them throughout Europe.
